The AUSVETPLAN - Readiness for an Emergency Disease Outbreak
Although due to its geographic isolation Australia had for many years enjoyed a reputation for healthy disease-free agricultural production, it became apparent in the early 1990's that accountability for animal health and welfare would be required both nationally and internationally. In order to prepare effective responses to emergency disease outbreaks, planning at national, state/territory and district level involving both animal health authorities and emergency management organisations was required. The basis for this planning is the Australian Veterinary Emergency Plan, more commonly known as the AUSVETPLAN.
The AUSVETPLAN has become the most well regarded Emergency Disease Control plan worldwide and essentially is a pre-prepared co-ordinated national response plan to ensure that certain diseases are controlled and eradicated. In an emergency disease outbreak a number of measures may be implemented such as quarantine, movement controls, slaughter of stock and decontamination of premises. Within the AUSVETPLAN, diseases are named and classified and disease strategies are set out with implementation, co-ordination and emergency management plans.
The AUSVETPLAN forms the basis for similar plans in other countries, including Canada, the USA and Mexico, in addition to the Office International des Epizooties (OIE), the World Organisation for Animal Health. The infected flock was immediately quarantined and strict biosecurity measures implemented to contain the spread of the disease, in line with the policies of the AUSVETPLAN. Owing to the prompt implementation of AUSVETPLAN recommended measures, this isolated incident was rapidly brought under control.
This example underlines the need for poultry producers to assess on-site emergency disease measures before an outbreak occurs and to prepare a plan that can be put into action quickly. Biosecurity measures will be at the heart of an emergency disease contingency plan.
